It depends. Those who wrote show tunes or "on demand" don't require any particular emotional state. They are craftsmen. Others write only what and when they feel the need--Mickey writes like that. They are artists, and they do require a particular emotional state to create their images. Like most things about humans, there is no single or simple answer.
